a, (U) CJSCINCEUR exercises operational command of com- 
ponent and other assigned forces and exercises control over 
intelligence activities of the Command in accordance with 
references a-c, USCINCEUR is responsible for establishing 
plans, policies and overall requirements for the intelligence 
activities of the command/ ensuring they are in consonance with 
national and DoD intelligence directives per references b, c, 
e, and f . This directive is issued pursuant to this responsi- 
bility and to authority under reference c to establish and 
operate activities to perform intelligence functions of common

(1) (U) Support is provided for intelligence produc- 
tion and support programs in response to CINCUSNAVEUR tasking and 
to USCINCEUR validated command-wide requirements tasked to 
CINCUSNAVEUR. FICEURLANT is tasked to accomplish production 
requirements in accordance with appropriate Department of Defense 
and unified command directives and maintains USCINCEUR required 
data bases. 



(4) (U) Duplicate exploitation and reporting will be 
held to a minimum corjsistent with requirements of operational 
commanders. USEUCOMXCMO will develop a delegated exploitation 
and reporting plan in coordination with component and other 
supported commands and agencies to ensure effective and efficient 
support to reporting and information requirements of commanders 
throughout the theater. Task assignments under this plan will be 
fully consistent with the primary mission needs of the commander 
supported by the asset concerned. 



6 ^ (U) RESPONSIBILITIES/PROCEDURES . The operational management 
procedures established herein are applicable to all imagery 
systems and associated processing and exploitation activities 
employed within the United States European Command Theater . 
These procedures provide a coherent management structure for the 
responsive exploitation and dissemination of imagery information 
and intelligence derived from such systems to support execution 
of the United States European Command mission through peace, 
crisis and war. 

a. (U) Exploitation and Dissemination Guidance. 

(1) • (U) Policies for the exploitation of imagery and 
dissemination of the resulting intelligence have been established 

by the Department of Defense and Joint Chiefs of Staff for imple- 
mentation at all levels (references d-i and p). Where applic- 
able, policies have been established by the Director of Central 
Intelligence for Department of Defense assets performing func- 
tions under national intelligence purview (reference j). These 
policies, binding on all USEUCOM elements, are designed to insure 
the timely exchange of intelligence and updating of data bases at 
all levels to provide a common intelligence basis to support 
force posture, force allocation, military capabilities planning 
and other decisions by tactical commanders and key decision 
makers. The need for a common basis of understanding about the 
threat is especially important where decisions at an adjacent, or 
different level of command can affect the operations and/or capa- 
bilities at other levels. 

(2) (U) In addition to DoD and JCS policies, the United 
States is signatory to NATO Standardization Agreements (STANAGS) 
which specify standard procedures and formats for use by NATO 
forces. 

(a) (U) USEUCOM forces will utilize STANAG procedures 
when chopped to NATO control. 

(b) (U) USEUCOM forces also providing reports to NATO 
elements in peacetime may use STAHAG 3377 reporting formats for 
such reporting in addition to specified U.S. reports (references 
d , f , and j ) . 

(c) (U) U.S. reporting formats and procedures are man- 
datory for support to U.S. contingency and other operations or 
when reporting under provisions of reference j. 

(b) (U) This condition may be declared separately using ^ 
the format at appendix one by HQ USEUCOM, or by HQ USAFE for 497 / 
RTG/ESAF, by CINCUSNAVEUR for FICEURLANT, and by USEUCOM com- / 
ponents and attached or supporting forces for other assigned ./ ' 
intelligence activities.

c. (U) DDS BACKUP PROCEDURES. 



(a) (U) HQ USEUCOM will:

first-phase, direct support exploitation requirements and ad- 
dressees are provided to DIA in accordance with DIA guidance. A 
similar list will be provided to FICEURLANT for its area of re- 
sponsibility. These requirements and addressees together with 
existing ad hoc requirements will be reviewed, updated and prior- 
itized immediately prior to backup activation and provided to 
DIA/FICEURLANT via DIA established message format(s) (appendices 
2 and 3) . I 

3 (U) Maintain a twenty-four hour Director of Intelli- I 
gence point -of -con tact, and issue such additional guidance as may I 
be necessary to insure responsive activation of backup capabili- . 
ties.
